Abstract

Development has been a constant concern of societies. Traditional theory states that the achievement of higher levels of welfare has as prerequisite high rates of capital accumulation to accelerate economic growth. This pa­per attempts to show that causality is the other way around and, therefore, an economy interested in achieving high rates of economic growth must allocate significant amounts of its resources to social investment in order to create a minimum amount of potential/satisfac­tion in the population to increase their productivity and stimulate economic growth. This approach, recognizing previous contributions to the subject, integrates in an anthropometric vision objectives, means and constrains to development, in the understanding that human beings are, both, subject and object of development, in a context of economic growth with equity, envi­ronmental sustainability, institutional efficiency, and a positive international setting.
