Diagnosis of the Social Dimension as a Starting Point in the Management of Local Development

Abstract

This article examines the most relevant aspects of the municipalities’ diagnosis, within the framework of public management for local development from a social dimension perspective in the Pacific Region of Colombia (RPC in Spanish). For this purpose, different authors’ views on the social development dimension and its relationship with public policies are compared. In order to achieve this, the article presents the social variables behavior pertinent to be analyzed to support the decision-making process in the Pacific Region municipalities in Colombia. Also, to report on the social inclusion and equity programs in force in 2015. It is found that municipalities such as Bagadó (Chocó) and Medio Atrato (Chocó) have social conditions that limit their development. In addition, the relevance of inclusive
programs in the region is highlighted because they are in line with the municipal characterization.
