Abstract

This paper presents and describes the "action-oriented and decision-making research," which allows understanding the underlying methodological support. The methodology emphasizes on inquiry areas, phases, sources and units of analysis used. It said, the territorial context is presented and the socio-economic structure of Municipalities is shown, also portray the victims characteristics, their forms of organization and coordination among victims programs and / or productive partnerships. The recommendations are presented from three major topics: production structure, diversification and commercialization; partnerships, training and support; counseling as component on integral repair projects.
