Metodología de evaluación del desempeño de los mecanismos de control social de la gestión pública en Colombia

Abstract

When the Political Constitution of 1991 went into effect a set of regulations to encourage democratic participation were established. For public management, society was provided with mechanisms to monitor and participate in its control. Now that more than a decade has passed, it is crucial to evaluate their performance to see if the objectives behind their implementation are being met. This paper proposes a methodology for assessing the social control mechanisms of governance in Colombia, based on performance indicators and developed with fuzzy logic. It also shows the results of piloto case doing city of Bucaramanga.
